[Remote] Acquisition Program Manager
Note: The job is a remote job and is open to candidates in USA. ASI Government provides government leaders with the expertise they need to navigate acquisition and organizational challenges. They are seeking an experienced Program Manager to lead a dedicated acquisition support team in direct support of the Centers for Disease Control and Prevention's Office of Acquisition Services.
Responsibilities
- Provide oversight and management of a team of Contract Specialists supporting CDC's Office of Acquisition Services (OAS)
- Lead pre-award acquisition activities including market research, solicitation development, evaluation support, and source selection documentation
- Oversee solicitation and evaluation of offerors or quotes across multiple contract vehicles including GSA eBuy, Beta.sam.gov, GWACs, and SBA 8(a)
- Manage post-award activities including contract modifications, option exercise notices, de-obligations, and electronic procurement file management
- Ensure contract files are complete, accurate, and submitted to the Contracting Officer's Representative (COR) within required timeframes
- Prepare and submit monthly progress reports and weekly status reports; conduct bi-weekly update meetings with the COR
- Maintain high standards of quality assurance, responsiveness, and compliance with FAR, HHSAR, and HHS/CDC local acquisition policies
- Serve as the primary point of contact for the government COR and Contracting Officer; respond to government concerns within required timeframes
- Ensure all contractor personnel complete required onboarding, security, records management, and ICE system training
- Manage corrective action plans and timely identification and resolution of issues affecting contract performance
- Complete procurement data reports in the Federal Procurement Data System (FPDS)
Skills
- Bachelor's degree required
- Minimum of 7 years of combined experience in program management, federal contracting, and/or acquisition planning
- Current or previous FAC-C (Federal Acquisition Certification in Contracting) for a minimum of 5 years, or civilian equivalent
- Demonstrated knowledge of the Federal Acquisition Regulation (FAR) and HHS Acquisition Regulation (HHSAR)
- Experience managing cradle-to-grave acquisition functions across multiple contract types (FFP, T&M, Cost)
- Ability to obtain a Background Investigation clearance
- Previous experience with CDC's Integrated Contract Expert (ICE) contract writing system
- Familiarity with CDC's Office of Acquisition Services (OAS) or similar HHS acquisition environments
- Experience with GSA Multiple Award Schedule (MAS) procurements and government-wide acquisition contracts (GWACs)
- Experience managing Small Business Administration 8(a) program procurements
