[Remote] Systems Analyst 3 – CAPPS Financials Accounts Payable | Austin, TX Remote | 15+ Years State of Texas Policy Experience

CrowdPlat is a Texas state agency seeking a Systems Analyst 3 to join its Fiscal Management Statewide Fiscal Systems team, supporting CAPPS. The role involves providing senior-level consultative services for the CAPPS Accounts Payable module and supporting over 100 state agencies.
Responsibilities
- Serve as functional SME for CAPPS Accounts Payable (AP) — coordination, production support, issue resolution, configuration/maintenance, business process leadership, change management, testing, integrations, compliance, training, reporting, release management
- AP functional configuration: setup, vendor management, voucher entry/processing/approvals, matching (2/3/4-way), AP Workbench, batch EDI voucher processing, Excel voucher uploader, single/multi-vendor voucher processing, invoice exception handling, withholding setup, payment cancellation/reissue, CAPPS-to-USAS voucher processing, month-end/year-end activities, integration with Purchasing, GL, Asset Management, Commitment Control
- Technical: App Designer, SQR/BI Publisher, SQL, PeopleSoft security/multitenancy, IT security measures
- Monitor CAPPS AP batch jobs (schedules, execution, failures, performance)
- Maintain PUM, Fluid UI, Elasticsearch, data migration knowledge
- Cross-functional collaboration, incident management (ServiceNow, BOSSDesk), coordination with 100+ agencies and Managed Services Tier 3 vendor
- Support legacy system interdependence (USAS, TINS)
- Train junior analysts and agency personnel
- Coordinate project-level activities and Fiscal Year-End process
- Create/review FDDs; config via PeopleSoft delivered features (Page and Field Configurator, Drop Zones, Event Mapping, Page Composer)
- Provide Level 2 Service Desk support
- Ensure WCAG 2.1 accessibility compliance
- Oversee data accuracy, security, performance, policy enforcement
- Work per ITIL principles; participate in MIM (P1/P2), DR/Upgrade Testing, SOC-1 audits
- Present at CAPPS User Groups/Steering Committee
- Complete 10+ hrs annual training (own time/expense)
